Regensburg is located in Bavaria, on the Danube and has around 150.000 inhabitants. The "Regensburg Plan 2000" was implemented to progress the Agenda 21 process, and energy savings and reducing CO₂ emissions have been a particular focus.

The City of Regensburg started implementing an Eco School Programme in 1999 to reduce water usage and waste production and has an adaptation programme for climate change in place. Its sustainable procurement activities have saved 10 million Euros energy and water costs over a 15 year period.
Regensburg carry out SPP training and in the past have included members of the City Council in workshops. For example, in 2012 a workshop was hosted by the head of the procurement department and covered topics such as an introduction to SPP, criteria development, and verification and implementation. Practical elements of workshops include identifying the most relevant product groups for Regensburg and drafting action plans.
In 2013 an internal diagnosis of the Buy Recycled Network was conducted to identify strengths and weaknesses. A plan for future actions to improve the Network was created and an internal process of redesigning the network undertaken to extend its reach and provide it with new tools.
