The Catalan Waste Agency (Agència de Residus de Catalunya (ARC) is responsible for dealing with waste generated in Catalonia and for waste management in its territorial area, including industrial, municipal, health care and agricultural waste. The Catalan Waste Agency promotes Green Public Procurement at two levels: the internal, in its own operations and activities; and the external, through the Buy Recycled Network (Xarxa Compra Reciclat).

At the internal level, the Catalan Waste Agency – as part of the Government of Catalonia – uses green criteria and green suppliers approved by the Central Supplies Commission of the Catalan Government. Green criteria have been included in all the events organised by the agency and its publications. Furthermore, since 2013 a system has been encouraged for reusing disused furniture and office equipment within the Agency.
ARC established the Buy Recycled Network (Catalan: Xarxa Compra Reciclat) in 2006 to foster the market of recycled, highly recyclable and biodegradable products and close the materials circle. It is a virtual meeting place for public authorities, companies and private consumers wishing to buy and sell recycled, recyclable and/or biodegradable products. It provides:
information and training
purchasing instruments
mechanisms for dissemination and communication
technical and personalised advice
In 2013 an internal diagnosis of the Buy Recycled Network was conducted to identify strengths and weaknesses. A plan for future actions to improve the Network was created and an internal process of redesigning the network undertaken to extend its reach and provide it with new tools.
