OVERVIEW

SPP IN THE HELSINKI REGION ENVIRONMENTAL SERVICES AUTHORITY (HSY)

HSY is a municipal body, which produces waste management and water services, as well as providing information on the Helsinki Metropolitan Area and environment. The member cities of HSY are Espoo, Helsinki, Kauniainen and Vantaa in Southern Finland.

The principles of sustainable development, innovativeness, material and energy-efficiency, environmental impacts and the customer’s precautionary needs are taken into consideration in the different procurement phases.

      SPP POLICY AND STRATEGY

      Procurement supports HSY’s strategy where financial factors, material- and energy-efficiency, environmental responsibility and innovativeness form a balance. The Act on Public Contracts is applied to HSY’s acquisitions.

      The principles of sustainable development, innovativeness, material- and energy-efficiency, environmental impacts and the customer’s precautionary needs are taken into consideration in the different procurement phases (item specification – determining tenderers’ suitability instructions – evaluation criteria of the tenders – cooperation during the contract period).


      SPP TARGETS FOR 2015 - 2017

      • The observation of energy efficiency in the procurement to expand to apply also to HSY’s service and equipment acquisitions.
      • Environmental responsibility in the procurement to be estimated and verified systematically. The key environmental responsibility indicators, goal levels and life cycle costs that can be verified in most procurement cases to be determined.
      • The new SPP targets for 2022-2030 are currently under review.

      ENCOURAGING INNOVATION

      HSY plans to implement its investments increasingly through innovative public procurement procedures, for example through its pilot in Water PiPP (Water Public Innovation Procurement Policies) project. HSY is also part of the strategic project Resource Wise Helsinki Region, supporting the development of material recycling by networking with companies and launching pilots with them.

      For SMEs especially, HSY is considered an important reference that could boost their entrance to domestic and international markets. As a public actor HSY can provide companies with innovation and development platforms, located in real operational environments. Companies can then pilot their technologies on the platforms and successful pilot co-operation can result in purchases later.

      For the suitable RFQs (pipes, drain covers, etc.) CO2 equivalent emissions are calculated at each step of the process as a part of the criteria set: raw materials and their transport to the production plant; production; transport from manufacturer to the end-user; recycling of the products if relevant.

      HSY follows the EU Clean Vehicles Directives and it purchased a new silent refuse truck with the following characteristics:

      • a fully electric truck chassis and refuse collector
      • it aims to minimise noise levels, allowing to empty bins during night time as well, giving the added advantage of eliminating air pollution caused by waste collection
      • the charging point will be in a central location and the truck will also be tested in some sub-urban areas for reference
      • it will allow to share information on the usability of a fully electric refuse collector in the Nordic weather conditions

      Targets:

      • Emission-free construction site by 2030
      • 100% fossil fuel free
      • Min 50% of machinery and logistics run by electricity, hydrogen or biogas
